VIPR pre-season agreements aren't winner-take-all — many vendors sign agreements for the same equipment type. The Forest Service ranks everyone on a Dispatch Priority List (DPL), built for each host dispatch zone. When a fire needs equipment, dispatchers start at the top and work down. Higher on the list means called earlier — and more days on assignment.
